Yes, I have, it's one of a string along the north side of the Belt Parkway. Despite the location it's been quiet enough for me to get to sleep. The shuttle runs from the Federal Circle, in common with all the hotels in the area, and you best have the hotel's telephone number handy so you can ask when the next shuttle will operate. There is also a Hilton Garden Inn on opposite sides of a big interchange by there, and a Hampton next door to the Hilton. I haven't stayed at those.

It is reasonably good for a Hilton by US standards, it has a lounge, and rooms facing the airport have a view down towards T7.

To be honest, over the years I've come to the view that because of the speed of the LIRR from Jamaica, you may as well stay at a hotel within striking distance of Penn Station in Manhattan, the time saving for being near to the airport isn't massive. It's about 35 / 40 minutes from Manhattan, and 20 minutes plus to these hotels.
