Does the DOT have any regulation that states if a downgrade occurs the customer can refuse and require to be rebooked on another flight rather than be given a pro-rated refund?

I can see rights listed for being denied boarding, but not for downgrades

If not, refusing to travel, could just have the airline voluntarily offload the passenger and send them back to BA for rebooking, which might not work out too well
