Well, that's because it depends on the value of the car (presumably MSRP), which isn't known at the time of reservation in most cases. I think it'll bump up to the higher rate at certain reservation classes, but a Premium could conceivably fall above or below the threshold, as could certain SUV classes. I think it's noted at the time of reservation that the LDW isn't guaranteed, but it's certainly noted in the rental agreement.
The taxes did match what was quoted online on an award reservation at LGA or the W. 43rd St. locations in September of ths year. Same goes for LDW on a PCAR. As I previously mentioned, never once at LAX are they the same as quoted on Hertz website...always $3-$4 more quoted online on an average $200 rental.
