I only had 5 or 6 each time, but I just put them in my suitcase under some laundry and never had an issue. (probably not worth the paperwork for 6 cigars) I don't know how many you intend to bring home but just a few probably won't be a problem.
Also I did NOT put them on my declaration form, this may or may not have been smart, but it's what I did.
committing a federal offense usually isn't smart. But you know the risk you are taking. I think having them in a carry-on is safer than checked luggage which can be inspected at any time.
