It's a rental, what did you expect? I don't rank a 2014/5 Chevy Impala as an aspirational luxury car - exactly what injury did you incur?
Do you really believe the Avis agent was intentionally lying, thinking "Ha, I'll put one over on this customer, ha, ha, ha..."
Move on. File a complaint if you need to. Maybe you can get the minimum wage desk clerk fired. Would that make you feel better?
(fwiw, my last two Avis rentals each had over 30K miles. Believe it or not, I survived to tell about it)
