I totally understand your concern, but if Chase can't answer your question, I'm not sure you should rely on any answers you receive here. Having said that, I'll give you my 2 cents anyway: it seems to me that if you authorize Paypal to charge your Sapphire Card, there can be no fraud as far as Chase is concerned. You do have the option of only renting from someone that will take credit cards directly.
