Travelling from Kyoto to the HR Osaka is not such a pain. Easy train connection and then the hotel shuttle bus. It just takes a while, count on 1,5 hour. That's why I don't think it's smart to do Universal from Kyoto. And as Mark has pointed out, Kyoto also tends to be more expensive.
