in the last 2 years CX has lost market share etc and management seems to have noted that.

This is just CX's strategy to cut corners. They could have chosen to fight against the LCCs differently and distinguish itself from the LCC service instead of downgrading itself into one. Even US carriers provide proper free non-alchoholic drink service on short domestic flights.
