But given the person mentioned was outside of the US when the incident took place for the OC travel with the diplomatic passport, the person was almost certainly traveling for official travel of the sort where diplomatic passport use was authorized by the U.S. How the diplomatic passport bearer dresses doesn't change what is and is not authorized by the U.S.
