The Oneworld policy that covers baggage checking across separate tickets was part and parcel of the checking in of passengers across separate tickets. They are by design married together, as if they are separated then what's the point.
OW carrier reps -- including at LHR, MAD, JFK, MIA, DFW, ORD, LAX, NRT and SYD -- should be aware of the policy that thru-checking policies apply to the passenger and the baggage of the passenger.
The question originally raised in this thread does not really relate to through checking (passengers, baggage or otherwise), rather what remedy can one expect if, by chance, the passenger happens to miss an onward flight when the inbound and outbound flights are separately ticketed. No points for guessing what'll become of the checked baggage
In my experience BA airport staff will do their best to rebook and get the passenger on their way on the next available flight free of charge. Call centre staff are less empowered and will ask for your credit card details
