The opposite is frequent. A club-level room is not available or you just miss qualifying for one so get a regular room but you are granted lounge access anyway.

Isn't what some Airlines do similar? You upgrade with miles or certificates to first or business class on an international flight but are denied use of the intl 1st/business class lounge.

Club-level room but no lounge rights (where one exists) is a disturbing first!
