if this is the case, you're better off just buying a VGC or MCGC variable amount and load with a few hundred dollars up to $500 and give him one every now and then. That way, you don't have to worry about your SSN attached to a card that you don't know how he is going to use and what he's going to buy. That would be the safest for you.
afaik, all reloadables now require them to be registered to be able to use all functionalities of the card.
