Not necessarily. I have been on flights were they have said after take off, pax willing to purchase E+ should contact FA. Presumably that is in a bid to maintain whatever Weight balance they have for take off. The reverse I have seen (not on UA) where they have asked pax to move to premium section just for take off to get desired balance after which they move back to normal economy seats.
