This it NOT the policy. The policy (which they admittedly do not always follow) is that up to 9 people can have this benefit if you are on the SAME reservation confirmation. Not a separate reservation with the same itinerary.
From Delta.com This benefit is subject to the weight and size restrictions of your cabin of travel. Furthermore, the benefits listed below extend to up to 8 travel companions on the Medallion member's reservation for a total of 9 passengers.
I would not be surprised that eventually, the do enforce this policy. They are losing a lot of revenue by allowing people to get the benefit when they are not on the same reservation confirmation number.
