4C will be "operationally blocked" for use by the agents at the airport for special needs guests and not able to be assigned before airport checkin starts. I understand you frustration, but there shouldn't be an issue in assigning an appropriate seat if your MIL is at the airport at least 2 hours before departure. One advantage of having both 4A and 4B assigned is that she won't have to get up to allow someone sitting by the window to get in and out of their seat, as the armrests lift up, she can sit down in 4C, then slide across to 4B or A.
