That's probably not their most discounted fare. Try searching

www.nusatrip.com perhaps or just wait until you are in Bali and go to the airport ticket office or deal with a local travel agent. Getting DPS-BTH for ~USD$100 or less shouldn't be that difficult. Getting Indonesian web sites to accept a non-Asian credit card can be a major challenge though.
IMO transiting SIN isn't really worth it but if you did that it's an hour to Harbourfront on the MRT, waiting for a ferry and a 1 hour to 1 1/2 hour ferry ride depending on where you are going in Batam, and therefore what ferry terminal you go to in Batam. That is another SGD $40-$50 or so. 7 day VOA
IS still available at Batam ferry terminals for UDS$15 if you don't need a 30 day for $35. But I would just do the all domestic flight route. I really can't see how it could come out costing less transiting Singapore.
