Not necessarily. At some airports, passengers on other airlines cannot get to the door of the SC because their boarding pass doesn't enable them to get through TSA security. This is often the case in airports with separate terminals. An easy example would be a passenger departing from MSP on Southwest.
I thought that it was self-evident that, if you cannot get into the terminal where the DL club is, then you cannot access the DL club.
