eBay has a category for selling Gift Certificates to various merchants. They typically sell for about 80 cents on the dollar, after eBay fees, you are looking at ~75% of face value.

Most of the legit ones are actual gift certificates or gift cards. Some stores have no rules against buying/selling gift certificates. Others have rules in the fine print, but don't appear to enforce them.
