Yes but then the OP stated
My flight departed 1 hour and 22 minutes later than scheduled due to operational reasons.
As a result of that delay, I arrived in Doha later than scheduled and consequently missed my connecting flight to Manchester
So the delay took place on the way back (ex-BKK) and therefore the regulation doesn't apply.
