We've been to 3 Legoland parks, and Billund is absolutely the best. Also possibly the cheapest.

If the budget runs to it, try to stay at the Legoland Hotel. We didn't stay there, but dined there, and it was great fun. Potato puffs shaped like Lego bricks, Lego art everywhere, etc.

Go to Billund.
