Credit card points are created and post as CP-qualifying the date the statement drops.
Points from transfers or partners count when the transfer is requested or the activity (hotel stay, rental car, etc,) occurs.
I think there is a delay in transfers. If I Recall Correctly they don't get back dated to the date the transfer was requested.
