I also got BPs printed in BKK for all onward DL flights with TSA Pre on them.
Then i guess you checked in online directly via Delta? When checking in at an airport which has sub-contractors handling the DL check in ( like HKG ) OR when checking in using an partner airline you won't have PC shown on your boarding pass.
