He is referring to new customers of the Presidential Plus Credit Card. Chase and UA no longer offer this card, so if you don't already have it, you cannot get it. It's not a matter of qualifying per se, it's a matter of it not being offered.
Yet we have had at least one anecdotal account that Chase did in fact issue the Presidential Plus card to someone this year.
