It depends on the Consulate. I know that Houston does same-day visa. Since they work by appointments, it's possible to have the visa printed on the interview day, should it be succesful. If he were to apply in Chicago, for example, there would be no appointments, but the processing time would be 10 business days from the day of the actual application (the day he delivered the documents to the consulate).
