I have never heard of a case where the visa stamp was given on the same day that all the documents and passport were presented to the staff at the Consulate.
The procedure for going in person usually is that you make the appointment online for a future date. On that date, you show up at the Consulate with your passport, money order and any required documents. You leave all of that with the staff, and either return some days later to pick up the passport with visa inside, or leave a self addressed stamped envelope in which the staff can send the passport to you.

From Jake's description, I don't quite understand where he is in the process.

If the passport and documents are to be dropped off on the 22nd, that's cutting it very close for a flight departing on the 26th. I would suggest pleading piteously with the staff for a short turn around time, and hoping they are feeling more Xmas spirit than "reciprocity". Even knowing people at my local consulate, though, I doubt I could get a turn around time that short (bring in on 22 and pick up on 24). I would be trying to contact the airline to rebook the flight on the 26th for a week further out at least.

Otherwise, I read Jake's message as something has gone wrong. He has already brought/sent his passport and documents into the Consulate, and has made the appointment on the 22nd to resolve why he hasn't gotten his passport back from the Consulate yet.
