I have never heard of BA waiving the 4 qualifying flights rule either. It's a BA scheme, if you don't fly with them then they won't entertain giving you status.

4 flights is a very very low requirement (two returns to London from the States). If you're struggling to squeeze in the flights it might be worth reconsidering whether BAEC fits your travel profile.
