You get the TPs and Avios you pay for: so the original ticket plus any cash upgrades. If your original ticket was a redemption ticket you get no TPs or Avios, even if you pay for an upgrade. If you get a free upgrade, no extra TPs or Avios.

However accidents do happen, and sometimes yes, upgrades get a higher figure, but it is not supposed to happen. On the other hand some people paying for upgrades don't initially get the extra TPs automatically, less of a problem these days, but the latter needs to be claimed.
