I think every SPG property outside the USA has that strong disclaimer. I know I have seen that disclaimer on many properties around the world. As far as I know, the balboa has not "fluctuated" versus the US dollar since independence from Colombia!
Presumably that language is there because one might wish to pay with a credit card from a country whose currency does not have permanent 1:1 parity with the balboa.
I am looking for someone with recent personal experience at the Westin Playa Bonita who used a US Credit Card to clarify if they were charged more than the one to one currency conversion.
While I have not stayed at the Westin Playa Bonita, I have stayed at plenty of other hotels in Panamá, both SPG and non-SPG, and NEVER been penalized on currency conversion with a US credit card.
