It's not a matter of brining luggage because they bought up to FC, but recognizing that the cost of buying up to FC is minimal or even possibly a net gain if you are checking luggage anyway. In the case of a $50 round-trip upgrade, even if you're checking just a single bag, you might as well pay for the upgrade instead.
