No. I suppose the hotels regard the rate rules as something which covers everything between booking and checking in. When you check in they might ask you to initial your check-out date and mention that a God-sent fee will apply if you later choose to leave early. I have never been hit by it, so I can't report what happens when you run into this situation. I definitely would fight it even if I had been told about the fee.
