Why would any fee be assessed for performing the complicated math of converting balboas to dollars at the rate of 1.000000000?
Certain credit cards may charge fees for foreign transactions (not currency conversion) regardless of denomination but I'm not aware of fees for currency conversion when the local currency is pegged to the dollar at a permanent 1:1 exchange rate.
Whether the hotel decides to charge you in balboas or dollars should be immaterial.
