I've never been on a flight where the cops had to escort someone off the plane but I would think the Captain or an FA who knew that there was going to be an arrest made would announce that everyone should remain in their seats after reaching the gate. I would also assume that the cops would have the complaining FA point out the culprits.

But, I don't doubt your story. I could see everyone making the made dash to grab their bags and deplane as soon as the aircraft stopped. In fact, I've been noticing that more and more, people are unfastening their seat belts before the "ding".
