My approach to "prohibited use" is that their insurance is not valid. Do you use your own insurance? Really doubt that the rental car companies can get 5-0 to arrest you.

Also for the visitors, most all of our police on the Big Island use their own cars with a blue light on top. They are real cops so if you see thee blue lights flashing-PULL over.
