Really? Made 1K this year flying trips to LHR. I tried to upgrade with miles on B fares a few times as a gold and was 16-17 on the list. Only 1 or 2 people would clear into BF on the list.
But you're saying others have already cleared before T-24 and just don't appear on the list? That's different behavior from domestic upgrade list.
