Eh, not a big deal. How do you know the TSA employee didn't tell her to duck the line? Maybe she is PreCheck, but thought she had to go in the regular line b/c her kid wasn't and the document checker said to jump over to the other line. Seems the most feasible reason, although I suppose she is just a loser who jumps lines at every turn.

Presuming that it is post-doc check, it is very much a security issue within TSA's authority. Whether the passenger is a bad guy, stupid or just can't figure out the maze is irrelevant. It means that TSA is effectively permitting people not selected for lesser screening to receive that screening.
Within TSA's authority for keeping people in adherence with the rules, but I'd be hard-pressed to agree that it's a true "security issue."
