As a lowly E35 the priority baggage handling privilege was taken away last year. I checked in to a UA flight in YVR last month and was pleasantly surprised when the agent put priority tags on the bags. It seemed to work. On the return flight at TPA no priority tag. I asked for one, saying I got it on the inbound flight. The agent cheerfully obliged, but said when the bag is scanned it won't show as priority and therefore won't be handled as such.

*S is not technically eligible for priority tags.
Some handlers probably look at the priority tag, others look at whatever's on the screen when they scan it. So it's hit or miss.
Just don't depend on on getting that priority tag every time, because you're not eligible for it.
