I for one don't think that is what AC is looking to do. They will be more than happy to take anybody's money who is willing to pay for J. Much as there are many lawyers and consultants whom Gucci is happy to sell loafers to.
What they are hoping is that those you describe who have been relying on eUpgrades to sit in J while on business will magically convince our skinflint bosses to pay for it. ROTFLOL.
