If a F or MCS seat on a flight is cancelled by the passenger online, how long will it take to become available for other passengers?

Say, if a friend had a F refundable seat on a flight, and cancelled it as the 6 hour upgrade window opened, would it be available immediately for another pax to upgrade into?
