It is usually set to lock on 000. If it is, you should be able to set it to 000 and then push/slide the button/tab to release.

To set the combination, use a pin to depress the little button until it clicks then set the combination and press the release button to set the combination.

Mine came with a lock instructions card inside and I believe it was unlocked when I received it.
