Thanks for the added info on the two systems. However, it is clear now that the issue with the DT Burlington Road is simply that they were in noncompliance at the time of the reported instances of DCC use. I was never prompted at check-in to make a choice and the only documents I received until after the transaction was completed showed only Euros, with no mention anywhere of a charge in my home currency.
