Last 4 segments with checked luggages, it only worked 25% of the time.

YYZ - luggage came out super fast with about another 15 priority bags, it was already there when I cleared the nexus line, I was long gone before any other bags dropped onto the carousel.
YEG - my priority tagged bag came out AFTER all of the other bags, the priority bags were last to hit the carousel.
ORD - my priority tagged bag came out at about 50th spot in a chain of mixed tagged and non-tagged bags
YEG - Last night, priority bag came out AFTER all of the other bags; it was midnight, both me and a couple other J-PAX were really grouchy about how late the bags were; the non-priority bags were out for a long time before ours dropped. It is actually a little frustrating that you sit in J, use nexus to bypass most queues and ended up being the last to leave the airport because everyone else's luggages dropped first.

Is it a matter of how each airport handle the bags? Is it a matter of how the plane was loaded? Does the system actually work? Is it just bad luck for me?
