I'd read "by 2016" to mean 12.5 months. "By the end of 2016" would mean 24 months. But it's possible AA uses the English language differently than I do. But I have no idea where 49 months came from. Did hillrider confuses months in a year with hours in a day and figure two years is 48 months?
