When I flew C on TPE-SFO in October, there were at least 2 SFO-based Chinese-speaking FAs serving business class.

Regarding a list of phrases, years ago my grandmom used to travel alone between Detroit and Taipei on coach. She had to take NW from DTW to LAX. Then took SQ from LAX to TPE. (Thanks to my uncle.) My uncle prepared many cards. One side is in English. The other side is in Chinese. Think about what your mom might need. Some common requests from Chinese passengers may be about getting hot water or extra blanket.

Some passengers on premium cabin also speak both English and Chinese.

Good luck. It should not be that hard these days.

If you are using your UA miles, another option is to put your mom on Air China flights to USA.
