Finally got my upgrade on JL408 cleared. (Y-->J)

I was expecting my baggage allowance will increase from 2 to 3, at least on JL408, and was hoping JAL would do the same as BA, apply the highest allowance on the whole ticket. (For BA mix classes ticket will receive highest allowance all the way) Only to realise it is still 2PC even on JL408.

Is this correct? Or a mistake made by the reservation team
