The menu and the USICS forms come in multiple languages. I doubt either of those is going to be the problem point. And flights to/from China have a language speaker on them. Even if it isn't someone who speaks natively they should be able to communicate OK with the passenger. They might not always be working that section which could make it a bit more challenging, but they should be available on the plane.
I'd say that the immigration checkpoint is likely to be the hardest part.
