Typically, when I purchase an airline ticket from an Online Travel Agency the credit card transaction is processed by the airline, not by the agency. I assume you are seeking the refund from the agency because the card transaction was in their name?

How do you know that ANA has refunded the payment to the agency?

It might be helpful if you were to mention the name of the agency.
