This is good news.
Now, if it is true, why isn't it effectively immediately? This is actually an expansion of business/service, so no one can claim any need to prepare for this. It's different when you say you're going to start charging - then people may need to plan to bring vouchers/money/cc.
BTW, I have not been so lucky to have FAs overlook the need for a drink coupon - every order they hand me the beverage with one hand and pull up the CC machine with the other -- even as I pause, looking hopeful they won't.
