No this is wrong, although other airlines might do something like this.

DL's order is as follows:

DM with Reserve on B fare
DM without Reserve card on B fare
DM with Reserve card on M fare
etc.
DM without Reserve card on V fare
PM with Reserve card on B fare
etc.
