Dogs are very unpredictable. Many months ago in US an approved dog was granted boarding, and it unloaded in the cabin and the flight had to make an emergency landing due to smell.

I think airlines just need to make it clear if a dog (pet) wants to travel with the owners the pets belong in only one place: cargo. Most modern planes have air-conditioned pressurized cargo area, that are perfectly safe for the pets to travel.
