Not sure about other types of government issued cards, but for travel cards, this shouldn't be much of an issue. Meal expenses are normally reimbursed directly to the traveller at a fixed "Meals & Incidental Expenses" rate, and aren't supposed to be charged to the travel card. So at least for restaurants, they aren't likely to see many government-issued Chip & PIN travel cards, since the traveller would normally be paying with cash or one of their own personal cards, which in the short term are more likely to be Chip & Signature.
